The Union communications minister, Ashwini Vaishnaw, presented the Telecommunications Bill, 2023 in the Lok Sabha on Monday, aiming to replace the 138-year-old Indian Telegraph Act that currently governs the telecom sector. The bill, which was cleared by the Cabinet in August, aims to create a legal and regulatory framework that prioritizes the safety and security of telecommunication networks, while promoting inclusive digital growth.
One of the key proposals in the bill is to bring internet-based calling and messaging apps, commonly known as over-the-top apps, under the definition of telecommunications. This move is intended to enhance users’ safety and ensure that these apps comply with the regulations in place.
In the event of a public emergency, the proposed law grants the central government the authority to take control, manage, or suspend any telecommunication services, networks, or their components. This provision is aimed at allowing the government to effectively respond to emergencies and maintain the safety and security of the country.
